I have the honour to forward for your
information copies of Circular letters relating to the opening by the Hongkong General Chamber of Commerce in this Colony of
School for teaching the Chinese language together with a
syllabus of the proposed instruction. I am of opinion that thir
scheme may be of great assistance to Civil Servants who may
desire to study for a bonus and I have accordingly authorised
that future candidates may be allowed to choose between
private study and attendance at this school.
